Mayor Wants Money And Less Direction

New York Mayor Rudolph Giuliani urged Congress to “free the nation’s cities from unnecessary federal direction” but leave them enough money for their vital role in the economy and culture of America.

“As we move into the 21st century the demands of the world marketplace require a stronger group of cities in America,” Giuliani said Thursday. “If Washington leaves more wealth and more discretion in cities, that wealth will circulate, stimulating the economy, creating jobs and creating greater prosperity.”

In a speech at the National Press Club, the mayor noted that Americans, with their “romanticized ideal of the frontier” and their quest for open spaces, freedom and selfreliance, have historically turned their backs on the cities.
